Is This Photo Effect Doable in PS Elements?

Q: I really really love to be able to do this kind of photo effect from ordinary photos.
Is this something we can do inside PS Elements? If not is there something there
like actions or plugins that can approximate this effect?
Your help is highly appreciated.


A: There are a few plugins that turn photos into illustrations but none that I've seen give the look like in your examples.
