How to Remove a Section from Your Photo with Photoshop Elements

Q: I am trying to remove a section of a photo, but not sure how to go about it. Basically, assume I have a picture of a bridge and I want to shorten the total length of the bridge by removing a section of it at the middle point and then bringing the remaining two pieces back together to form the complete bridge; only shorter. Any help you can provide would be appreciated. Thank you.
